Sleepers don't use shields, they rely purely on armor.
Hence Gallente and Amarr are on the right path

Sleepers are the elite part of the Jove that uses cryosleep and virtual reality technology to discover technology much, MUCH faster.
The technology the Jovians use comes from the sleepers.
The Jovians banished the sleepers because they believed that the Jovian disease is made by them to control the Jovians, especially once the sleepers, who are practically gods to the Jovians, said that they have no cure.

Fun fact: The Terran superweapon that Empress Jamyl used in the battle against the Elders collapsed ship's shields inwards.

That's obviously because their vastly superior shield generators have gone offline from centuries of unmaintained operation. We have to concede one thing to armor: thanks to how primitive it is, it lasts a long time in space without maintenance.

I wonder if it was a design choice because the weaponry they developed made shields a liability huehuehue

Not quite necessarily from what I've been reading. After the Jove evacuated their planet in hopes to leave the dreaded Jove disease behind, they left all the effected population there, leaving them to defend for themselves. It is thought that these abandoned Jove are what are now referred to as the sleepers. these "sleepers" devised and created a virtual reality to live in hopes that their automated bots would be able to finally reconstruct the human geom, which would ultimately result in a cure. Of course, if you explore certain parts of EVE, you can still find Sleeper sites, where it is to be believed these sites where infact research bases for the sole purpose of reconstructing the human Geom
That's not what the Empyrean Age book says :P
